I never understood why game developers chose to force players to have the CD in the drive to play, it's a very, very poor security measure that is easily broken a day after premiere of the game. It only serves to annoy normal players that purchased the game and doesn't prevent piracy in the least.
I would really like to get the NO CD crack to work but I have never been able to do so successfully in the past. I think the files I downloaded may have been corrupt or out of date for the version of CivII I am running (IE MGE/Tot), who knows.
